Request for Proposal - Infrastructure Upgrade

Section 1.0 - Introduction and Background

This document outlines the requirements for the city's infrastructure modernization project, encompassing road paving, traffic signal updates, and public park renovations across the downtown district. The city is seeking qualified contractors to provide end-to-end services. All bids must comply with the standard municipal procurement guidelines set forth in chapter 42 of the city ordinance. Failure to comply may result in immediate disqualification. The project requires a deep understanding of urban planning and a track record of completing projects of a similar scale within tight timelines and budgets. The estimated cost for this project is not to exceed two million, five hundred thousand dollars ($2,500,000 USD). Bidders must submit their proposals no later than the fifteenth of November, two thousand and twenty-four at 5:00 PM EST. Submissions received after this time will not be considered under any circumstances. Furthermore, contractors must possess a Class A general engineering contractor license and provide proof of insurance covering up to five million dollars ($5,000,000) in liability.

Section 2.0 - Compliance and Risks

Bidders must ensure adherence to the Environmental Protection Act (EPA) guidelines regarding construction waste disposal. All hazardous materials identified during the excavation phase must be handled by certified professionals. The city reserves the right to audit the contractor's waste management logs at any point during the project lifecycle. A penalty of $10,000 per day will be levied for any delays past the scheduled completion date of August 1st, 2025. This project involves a high degree of compliance risk, particularly concerning the strict Prevailing Wage and Union Labor Requirement for all subcontractors on site. Any discovery of non-compliant labor practices will result in immediate contract termination. Additionally, please see Addendum #3 regarding newly added insurance limits. It is imperative that all subcontractors also meet these stringent requirements. The winning bidder will be responsible for all costs associated with compliance failures.
